I had the same issue.

permissions were wrong.

sudo chown www-data:www-data /var/www/pictory/projects/_config.rsc
should fix it if I recall correctly.

We got it setup correctly. Our other hardware always uses the full INT range. Thats why we thought the INT should be moving.
